As of January 5, 2009 the National Science Foundation has revised the travel section of its "Grant General Conditions" to incorporate revised circumstances under which use of a foreign-flag air carrier is permissible. Two conditions have to be present to fly a foreign flag-carrier using NSF grant funds. First, the foreign flag-carrier's country has to have any "Open Skies" Agreement with the United States. Presently all 27 countries of the European Union, Switzerland and Australia have entered into " Open Skies" Agreements with the United States.
Second, there cannot be in existence a city pair agreement for the specific origin and destination. "City pair agreements" are part of the U. S. General Services Administration (GSR) program that provides for lower fares to federal employees when traveling on official business. GSA maintains a Web site to look up city pair agreements.
